What I mean is that performance is a lot worse with everything, moving Windows around can be a bit laggy, My mouse cursor is fine, and generally the Desktop Environment is smooth as well doesn't matter what DE I am using all though sometimes moving Windows around in some DEs such as Zorin Gnome can be a little laggy.
Yes when using web browsers it is stuttery as well as it lags it is not smooth.
How much RAM do you have?
I have 8 GB of RAM. I have 2.40 GHz Dual Quad Core processor
Which browser are you using?
I tried Firefox, Chromium, Chrome and Opera, while chromium is less laggy, they all at the end lag.
A GTX 260 is old, but it's definitely on-par with integrated graphics.
It is old indeed, very old, however if it runs fine with Windows 7 without nVidia drivers, why does it lag with Linux, even with drivers installed?
Additionally I did run a few Linux distros on my modern laptop that has intel HD graphics card and it worked fine on that. Which is weird cause intel HD graphics card is worse than GTX 260, I tested this out by running a Unity game and the computer with GTX 260 ran better with that game.
Also, which version of the Nvidia drivers are you running?
Zorin suggested version 340.
I would recommend you upgrade your kernel rather than downgrading it.

The latest version of Manjaro has a stable release of kernel 5.0 available.
Oh ok I will check it out, however Manjaro ran the worst on my system, it was even laggier and to make matters worse it has this very weird glitchy sort of effect where the entire screen glitches if I opened a web browser and I scrolled, I think with the updates it did fix it but I have reformatted many times and jumped between different distros so sometimes Manjaro has this glitchy effect, while at other times it doesn't.
Additionally for some reason, if I did something heavy on Manjaro such as updates, even if have finished the updates and I closed all the Windows the entire DE lags unless if I restart my PC.
Do you think I can use Linux 5.0 on Zorin? Zorin is soon coming out with Android support and it has this very nice dark theme mode plus it tries to make it look and feel like Windows so I kinda like it over other distros.
Something with a lightweight desktop environment like XFCE:
Xubuntu does use XFCE and it is made for lightweight, however that also lagged, ArchLabs uses OpenBox which is not even a DE, even that lags when using web browsers.
